It is annoying that I get charged for 21.7 therms of gas per month when I didn't use any at all. I have to pay a minimum transportation charge of about 10 cents per day, when PG&E didn't even transport any gas to my apartment. UGH.

Do you have pilot lights? My furnace continues to burn some gas even though it isn't running.

Nope. But the bill says that it is a minimum requirement for delivery. I had seen this before when I didn't use any. The bill says I used 0 therms.

You would pay for your cell phone, even if you made and received zero calls.
You pay for your Cable TV even if you do not watch it.
You pay for your Internet Connectivity even if you have no traffic.

These charges exists because there is a cost to read your meter, to pay for and send you bills, to guarantee delivery to all in your neighborhood, etc. They amortize the costs across all customers to keep certain fees lower.

That or pure-corporate greed in order to make extra profit and piss you off.
